Board Meeting Disclosure Statement
Pursuant to A.R.S. § 38-431.02 the governing board of the Nogales Unified School District #1 hereby states that all notices of the meetings of the governing board of the Nogales Unified School District and any of its committees and subcommittees will be posted in the lobby of the district building at 310 West Plum Street, Nogales, Arizona 85621 and on the district's website The district building location is open to the public Monday through Friday from 8:00 a.m. to 5:00 p.m. except holidays. Such notices will indicate the date, time, and place of the meeting and will include an agenda or information concerning the manner in which the public may obtain an agenda for the meeting. Notices of meetings will also be posted on the district's website.
Our governing board consists of community members interested in the success of our schools. We hold regular governing board meetings on specified Mondays (listed below) at 5:30 p.m. in the Anita L. Lichter Board Room of the administration office. All meetings are open to the public, and we invite you to check out a meeting to see what we do. You are always welcome and do not need to call ahead.
Dr. Marcelino Varona, Jr. is a life-long resident and native of Nogales and has devoted most of his life to education and public service. He is a product of NUSD, received his undergraduate degree from Arizona State University, and his master and doctorate degrees from the University of Arizona. He genuinely knows and cares for our district having served as a teacher, special services director, assistant principal, middle and high school principal, and assistant superintendent for over 25 years.
After his retirement in 2004, he continued with his public service and community advocacy as demonstrated by his involvement in various local and state organizations. He presently serves as the chairman of the Santa Cruz County Provisional Community College District. Dr. Varona was elected to the NUSD School Board in 2010. He brings a wealth of knowledge and varying perspectives to this role as a civic-minded businessman, politician, former educator, and administrator. His top priority is academic achievement. He is committed to supporting programs and initiatives that will offer opportunities for academic success for all.
Mr. Ruiz was born in 1955 in Nogales, Arizona. He had served as a board member of NUSD for 18 years prior and took a two year rest before deciding to run again. His decision to join the Governing Board again was because he wants to make a difference for the children of NUSD.
Mr. Ruiz graduated from Nogales High School in 1974. He attended Cochise College in 2006 moving forward to University of Arizona and then later attended Arizona State University in 2008 where he graduated from the Certified Public Manager program. He further attended the Leadership Institute in 2009. He received technical training from 1991 to 1995 in Safety, Health, Handling of Hazardous Materials, Emergency Services FEMA Disaster Response and Recovery, and FEMA HS 2-Emergency Management.
Mr. Ruiz has been involved in different associations in the community and was elected to serve the Santa Cruz County Board of Supervisors since 2001. He is presently serving his third term.
Amongst the several recognitions and awards he has received are the Arizona School Certificate of Orientation and Master of Boardmanship.
Mrs. Mendoza brings prior board experience having served on the NUSD board in 1997-2000. She chose to run again to be a involved in ensuring the continued delivery of excellence and equity in education for all students attending the district schools.
A 1973 graduate of Maryvale High School in Phoenix, Arizona, she located to Nogales in 1973 after accepting a position with a produce firm. She then attended Hogan School of Real Estate and in 1979 attained a real estate sales license. She continued her education and became a licensed real estate broker in 1986. She has also been employed full time since 1993 at the United States postal service.
Mrs. Mendoza has served in many community organizations and school site councils. She served as union steward at the Nogales post office and in 2009 was elected to position of industrial relations director/political liaison for the American Postal Workers Union - Tucson area local. She has extensive training in labor relations and labor organizing.
Santiny Orozco was born in Flagstaff, Arizona in 1987 but grew up in Nogales, Arizona. Mr. Orozco attended Coronado, Desert Shadows, and graduated from Nogales High School in 2005. While attending NUSD #1, Mr. Orozco was involved in several programs such as mariachi, orchestra, choir, band, and ballet folkloric.
Mr. Orozco continued his education at the University of Arizona in Tucson. He finished his degree at the University of Phoenix in 2013 with a bachelor’s of science in business. During his years in college, he worked in a variety of simple but honorable jobs such as cooking, cleaning, and delivering food to people around the University of Arizona. Mr. Orozco completed a professional internship program at the student union at the University of Arizona in the area of sustainability. Also, while he was attending college he continued to play mariachi professionally all over Arizona, as well as different parts of the United States and Mexico.
Mr. Orozco eventually returned to Nogales in 2010 and currently works in customer service and sales for a manufacturing company called Eclipse Manufacturing Solutions LLC. Mr. Orozco has been working at Eclipse for almost four years. Mr. Orozco is also a precinct committee first vice chair in Santa Cruz County.
Greg Lucero is responsible for community and governmental relations for Wildcat Silver Corporation. Wildcat Silver is a Vancouver-based mineral exploration company with an 80% interest in the Hermosa silver project in Santa Cruz, Arizona. The Hermosa project is located approximately nine miles south of Patagonia adjacent to the old Harshaw townsite.
Prior to joining Wildcat Silver Greg served as the county manager for Santa Cruz County, for nearly nine years. He has over 25 years of management experience working in local, state, and federal governments. He has served as a special assistant to former Arizona governor Bruce Babbitt, an assistant to former United States senator Dennis DeConcini, and has also worked for the Pima County board of supervisors and the Tucson city council. He has experience as a department head, deputy city manager, and city manager. Greg also has management experience working for a large civil engineering firm having served as both an office manager and regional vice president.
Greg is extremely involved in the community and was recently elected to the Nogales city council and appointed the Nogales Unified School District No. 1 governing board. He currently serves as president of the Nogales Noon Lions Club, chairs the government affairs committee for the Nogales-Santa Cruz County Chamber of Commerce, and is vice chair of the Economic Development Tourism Advisory Board for the city of Nogales. Greg is also a member of Nogales Rotary, the First United Church village board, and is active in many other civic organizations in the community.
Greg was born and raised in Douglas, Arizona. He received his bachelor of arts degree from the University of Arizona. His hobbies and interest include all sports and is an avid outdoors man. He is passionate about hunting and spends most of the fall and winter out in the field. Greg is listed in the Boone and Crockett all time record book for Coues white tail and mule deer. Greg is also a marathon runner and when he isn’t working he is usually found running or biking the roads and trails throughout Santa Cruz County.
